As a candidate for the Office of President of the United States and as citizens seeking to enjoin to support that candidacy we propose not just to change the policies of our federal government, but even more important, to restore the bonds of trust between the people and their elected government. I hereby pledge with the consent of the American public that as President I will act responsibly, ethically and morally in all endeavors required by the Office of the President of the United States of America.  That I will at all time act to protect the rights, privileges and freedoms guaranteed by our Constitution to the citizenry of the United States of America.

THE AMERICAN RENEWABLE IMMIGRATION ACT

We have come to a point in America where we can no longer just go along with the status quo.  Our borders have become a sieve where hundreds if not thousands are entering and leaving our country at their will instead of the will of the people.  This must stop!  There is seldom a simple solution to a national problem.  Immigration control is no different.  That said, I am proposing a comprehensive immigration program that will accomplish several issues.  I doubt it will resolve all the problems we face, but we must start somewhere.  As your President, I will make it my first priority upon taking the oath of office.  We, as a country, will tackle the problems in several steps through legislation.

BOARDER SECURITY:

Upon taking the oath of office, I will write an executive order that finish of the border security fence along our nation’s southern border.  This order will entail the continuation of the now suspended and funded of the wall.  In addition, while the remainder of the border fence in being completed, I will order 2000 National Guard troops from California, Arizona, New Mexico, and Texas to assist border patrol agents in the execution of border security, apprehension and arrest of illegals crossing our border unlawfully.  Those apprehended will immediately be turned over to ICE for disposition and processing for criminal possible prosecution, deportation and a permanently barred from obtaining legal status in this country. Each case will be decided on its own merits.  I will also establish a committee to address the need for other security measures; such as surveillance cameras and other devices that will enhance detection of illegal crossing at the borders in order to promote the prevention of those trying to cross the border barriers.

AMNESTY:

Currently we have estimated over 10 million undocumented workers performing labor in this country.  We are going to put a halt to this with a two prong approach with legislation or an executive order to accomplish this goal:

1.        I will order the Director of Homeland Security and the State Department to fully examine all companies that employ immigrant workers.  I will also ask Congress to pass legislation that will fine businesses $100,000 dollars for employing and not verifying worker immigration status.

Those businesses will be closed until proper adjudication of their case is completed.  The reopening of their doors will be conditioned upon the payment of fines imposed and their compliance with federal immigration laws.

 2.       I will direct a 90 day period of Amnesty to all illegal immigrants involved in gainful employment or actively seeking employment.  This amnesty is contingent upon them returning to their home country and applying for a work visa accompanied by a letter of guaranteed employment by an employer who utilizes immigrant employees as a standard practice of business.  This order will require immigrant employees to report to an immigration naturalization office, provide pertinent identification and current place of employment or proof of actively seeking employment.  Failure to meet these requirements will result in apprehension and deportation from reentry to this country along with a permanent bar which may be appealed through normal immigration naturalization procedures.   

 US CITZENS BY BIRTH OF FOREIGN PARENTS

I will ask Congress to pass legislation that will stop the practice of declaring children born within our borders, whose non-US citizen parents are here either legally on an entry visa or illegally, from becoming naturalized citizens.  The current laws being used were designed for the sole purpose of correcting a deficiency in our laws that prevented those who were slaves and their offspring from being naturalized or natural born citizens.  It was never intended for the misuse of allowing pregnant tourist or illegals to come here simply to give birth to establish citizenship. 

This legislation will grandfather those who have already been granted citizenship status.  Illegal families will be required to depart our borders or be deported by law enforcement.  Children who have already attained US Citizenship will be able to apply for a US Passport upon obtaining the age of 18 years.  Upon reentry into the US to live as permanent residence, they can apply through normal immigration laws and practices to sponsor their non-US citizen parents to the US for permanent resident status.  Those parents, who refuse to depart voluntarily with their US citizen offspring, will be deported along with their siblings.  Immigrant parents will be required to show cause as to why they should be allowed permanent resident status and/or their children may apply for their parent’s entry.  Each case will be judged on an individual basis and entry will be approved or disapproved based on that examination.  Special circumstances cases will be given as appropriate.  This provision will not bar them from tourist visas unless they have committed crimes that permit the approval of such a visa. 

BIOMETRIC IDENTIFICATION CARDS

I do not support the creation of a biometric identification card program.  While on the surface it has the appearance of a failsafe system it provides no more protection or prevention than current identification systems.  The problem is not in the system it is in the availability of acquiring the equipment and the process by those who want to create fraudulent identification cards.  From past experience when dealing with black-marketing and ration control, there are criminals who find ways to game the system with fraud.  In these cases and other similar fraudulent criminal cases, stealing other’s identity is the prevention purpose of the biometric system.  These criminals simply use their own ID on the cards, create bogus Social Security numbers or whatever number system  would be establish to duplicate the process and still go undetected.  The key to an effective immigration policy is border security, passports and green card enforcement, and prosecution/deportation of the offenders geared toward a stiffer penalty for later entry because of their illegal actions.

These are tough immigration policies.  However, they are necessary to secure our borders, provide a means of allowing a viable immigrant worker program, and provide a means of legal immigration as provided by current immigration laws. 

It is not a right to be an American citizen, it is a privilege.  Our sons, daughter, parents and grandparents have and still pay the ultimate sacrifice so we can preserve the life provided by our Maker that is the envy of the world.  As the benefactors of those before us and among us, we have an inherent responsibility to be the guardians of our Republic, protecting it through our laws from those who desire to abuse the process deliberately for their own gain.
